The Department of Energy (DOE) requires a single contractor to perform protective force security (PFS) services for a combination of buildings/facilities that fall under the cognizance of the Department of Energy’s Office of Science Consolidated Service Center (CSC), the Oak Ridge Office of Environmental Management (OREM) and the Office of Scientific and Technical Information (OSTI) (collectively referred to as “Oak Ridge Site Facilities” (ORSF) and more fully described in Section 3.0 below). The mission of the PFS Contractor is to provide a secure environment protecting critical national security assets through an integrated risk-based approach to security operations, 24 hours per day, 7 days per week. The PFS Contractor must be prepared to accept scope that evolves with the changing end-state mission needs of the DOE.
