The objective of this Request for Offer (RFO) is to invite responses from potential vendors to provide Deliverables Based Information Technology Services (DBITS) for Cooperative Program (COOP) master contracts to Customers through the Department of Information Resources (DIR), not the Agency. DIR seeks to establish a contractual vehicle that meets statewide procurement requirements, enhances customer procurement efficiency, expands service offerings, and provides flexible categories.
The targeted technology categories include Application Development, Maintenance, and Support (including Technology Upgrade, Migration, and Transformation and ERP); Business Intelligence, Data Management, Analytics, and Automation (including Data Warehousing); IT Assessments, Planning, Independent Verification and Validation (IV&V), Market Research, Government Procurement Advisory, and Contract Implementation Services; and Project and Program Management. DIR expects to evaluate responses and negotiate with one or more qualified vendors, awarding indefinite quantity contracts with no minimum purchase guarantees. For administrative efficiency, DIR anticipates awarding a finite number of contracts based on competitive evaluation outcomes.
