Scope of Work

Command, Control, Communications, Computers, Intelligence & Software Intensive Systems (C4T) Test & Evaluation / Science & Technology (T&E/S&T); Central Test & Evaluation Investment Program (CTEIP) Engineering Support Services

The Navy requires the development of advanced test technologies associated with Net-Centric testing of joint mission areas; Command, Control, Communications, Computers, and Intelligence (C4I) and Software Intensive Systems testing. This effort is divided into three areas:

1) Test Resource Management Center (TRMC) Central Test & Evaluation Improvement Programs (CTEIP) program element support such as the Test Capability Directory and the Multi-Level Secure Joint/Coalition Network Environment (MLS-JCNE) projects.

2) Navy Specific Test and Evaluation (T&E) Infrastructure Support such as Test Event Planning, Execution, and Reporting for distributed live, virtual, constructive participating sites including:

• Instrumentation configuration and operations for Range Data Gateways

• Test and Training Enabling Architecture Middleware

• Joint Interim Mission Model and Joint Semi-Automated Forces Synthetic Battlespace Environment Generators

• Joint Analysis Net-Centric Evaluation Testing Toolkit and other tools necessary to support interoperability and integrated warfare events.

3) Net-Centric related TRMC Test and Evaluation/Science and Technology (T&E/S&T) Test Technology Areas (TTA) such as C4I and Software Intensive Systems (C4T)

The Research Development Test and Evaluation (RDT&E) community is evolving into a set of distributed T&E resources that can be interconnected to produce an integrated test solution for the scalable, extensible, and operationally relevant T&E of warfighter systems. The RDT&E distributed environment consists of capabilities to construct, manage, control, instrument, and analyze operationally realistic Net-Centric test environments comprised of Live, Virtual and Constructive (LVC) entities. This capability will be provided from a distributed network of test facilities/resource sites, distributed instrumentation, and synthetic battlespace simulations with nodes located at Industry, Army, Navy, Air Force, and Department of Defense (DoD) agency and contractor locations. These capabilities will be available for the interoperability, net readiness, cyber security, and operational effectiveness and suitability of T&E.

The Naval Air Systems Command (NAVAIR) T&E Directorate, at the direction of the Defense Test Resource Management Center (DTRMC), Office of the Secretary of Defense (OSD), has the mission to develop test technologies under the C4T TTA of the T&E/S&T Program for advanced development of technologies required for the T&E of Net-Centric weapon systems. NAVAIR operates as the Executing Agent (EA) in the management of the C4T TTA.
