The Washington Metropolitan Area Transit Authority (WMATA or the Authority) seeks to award contracts to Information Technology (IT) Proposers/Offerors (“Offerors”) to provide IT- related program and project support services for the functional areas and program offices within WMATA’s Department of Information Technology. To that end, it is issuing this Request for Proposals (RFP) to solicit proposals from qualified firms, joint ventures, teams, and/or individuals who can satisfy the requirements described herein.
The work effort is to provide professional and technical consulting services by organizations who are determined by the Authority to be capable and to possess a proven record of delivering IT expertise and professional resources in support of organizational/enterprise-wide information technology solutions and operations. Services will include providing expertise in the full range of transit-oriented IT services to support the needs of WMATA’s Department of Information Technology’s three (3) Functional Areas (FA) as described in the paragraph below and the Statement of Work.
Since this is a Best Value solicitation, award of a Contract(s) will be to the offeror(s) whose proposal(s) provides the best overall value to the Authority, based upon application of the evaluation criteria set forth in herein.
INDEFINITE QUANTITY This solicitation seeks to award an indefinite delivery/indefinite- quantity Contract or Contracts for the supplies or services specified, and effective for the period of performance stated in the Price Schedule. The quantities of supplies and/or services specified in the Price Schedule are estimates only and are not purchased by this Contract.
Offerors must submit a proposal for one (1), two (2), or all three (3) Functional Areas (FA). The Authority anticipates awarding multiple master contracts under each of the FAs to Offerors deemed to be best qualified (or equivalently qualified). However, the Authority may elect to award more or fewer contracts based on the number of qualified Offerors identified through the proposal evaluation process. Offerors shall clearly state in their cover letter and proposal the specific FA(s) for which they are submitting an offer.
